The Parking Services Program is managed by two different departments:
1. The Police Department manages Parking Enforcement
2. The Public Works Department manages Parking Maintenance
The following is a description of the services provided by each department.
Parking Enforcement
Parking Enforcement is managed by the Police Department. It has five enforcement officers and three clerical staff members who are responsible for the processing of over 56,000 parking citations issued per year and for the collection, processing and disposition of parking citations and fines. During the summer months, two additional temporary enforcement officers are hired.
The officers enforce all parking regulations, remove traffic hazards, monitor abandoned vehicles, and oversee the department's "boot" program. (The "boot" is a locking device attached to the tire of a vehicle that belongs to a habitual parking offender who has five or more unpaid parking tickets.)
All parking personnel are equipped and trained to provide immediate field support during major incidents, disasters and traffic/crowd control situations. For Parking Enforcement and Management related questions, please call (949) 497-0355.
Parking Maintenance
Parking Maintenance is managed by the Public Works Department. It has three full time employees who maintain over 2,400 meters each year.
The Public Works department is responsible for installation and replacement of parking meters, as well as the daily collection of coins. The staff also manages the two-hour parking permit machines in two City parking lots, as well as four change machines. Maintenance of meters and parking permit machines in the six City-owned public parking lots and the Glenneyre Parking Garage is also the responsibility of this department.
